Honeycomb applies an automated priority system.
The more specific your funnel setup is, the higher priority it gets.
The automated priority works as follows (when marked A > B, it means A is higher in priority than B):
High
Specific product trigger + cart value condition >
Specific product trigger >
Specific collections trigger + cart value condition >
Specific collection trigger >
Show to all + cart value condition >
Show to all
Low
and
Upsell > Cross-sell
PLEASE NOTE: in 99% of cases, you do not need to use the manual priority checkbox.
If you do, it will only work in case the funnels have the exact same automated priority AND the exact same funnel type (cross-sell) and the exact same placement (product page / cart page / checkout / etc)

Notice both funnels have the same automated priority, same type and same placement!
Scenario:
A customer added A and B to the cart
